| Abstract | Neben den Strom(-mengen)-märkten werden Kapazitätsmärkte immer wichtiger, um das Gefüge im Gleichgewicht zu halten. Dabei kommt es wegen der wachsenden fluktuierenden Strommengen aus Wind und Sonne künftig auf Flexibilität an, bei der Erzeugung, aber auch beim Verbraucher. Intelligente Netze („Smart Grids“) gehen von der Test- in die Realisierungsphase. Neue Kapazitäsmechanismen wie sogenannte „virtuelle Kraftwerke“ werden real, bei denen viele dezentrale Stromerzeuger und z.T. auch –verbraucher zentral gesteuert werden wie ein einziges großes Kraftwerk. Zugleich müssen auch die klimapolitischen Ziele bzw. die für deren Umsetzung geschaffenen Gesetze beachtet und in ihrer Weiterentwicklung verfolgt werden. Dezentrale Stromerzeugung aus Brennstoffen erfordert daher die effiziente Umwandlung mittels Kraft-Wärme-Kopplung. Mit dem bereits in Gang befindlichen Strukturwandel ändern sich Aufgaben und Prozesse. Rechtliche Rahmensetzungen, Regulierung, politische Förderung und technische Regeln müssen angepasst werden. Mit den neuen Aufgaben sind für alte und neue Akteure Chancen und Herausforderungen verbunden. Für sie alle ist es wichtig, sich rechtzeitig damit zu befassen. |
