Abstract:
Latin America is one of the top regions in the world for e-commerce growth. It is one of the fastest-growing regions for e-commerce, behind Asia-Pacific. The online retail sales are to grow at CAGR of 17% between 2014 and 2019 to reach $85 billion in sales at the end of the forecast period. We are so delighted to announce that LATAM E-COMMERCE SUMMIT 2017 (LES 2017) will be organized from Dec. 4th to 5th in Hotel Hilton Buenos Aires. LATAM E-COMMERCE SUMMIT 2017 (LES 2017) will focus on those biggest e-commerce markets - Brazil, Mexico, and Argentina - and discuss how online retail sales will rise in these countries. Abstract:
ICT innovations such as Big Data, Internet of Things, Cloud Computing as well as Intelligent Systems employed in e-Government services raise issues relating to Security, Privacy and Data Protection. Governments want to integrate more services and enhance participation, but they have to convince the users that they can be trusted. At the same time e-Government services need to improve their efficiency and to do so they need to reengineer their back office processes, to support them with intelligent systems, but also improve openness, collaboration and citizen participation. This last point can be hugely enhanced by offering citizens participation in devolved decision making and e-voting facilities for elections. Such services are often quoted as being dependent on political will, but are the systems and services ready? Are they privacy-friendly and secure to withstand attacks and malicious or even terrorist activities in cyberspace? Are they trustworthy to be embraced by the citizens in a digital world that is moving fast and becoming more intelligent? And finally, where should be drawn the “golden line” between anonymity and confidentiality, and accountability and certification? The conference is intended to provide a forum for presenting and debating the latest developments in the field, from a technical, political, legal and regulatory point of view.

The DG.O 2018 Conference seeks submissions for the Beyond Bureaucracy track, which aims to outline and discuss challenges along the boundaries of society, technology, and governance, which reach beyond established e-governance and e-democracy research paths and priorities. Where well-established e-government / e-governance research ambitions focus on providing and/or studying technology that supports the work and mission of government agencies and governmental agents (incremental innovation), Beyond Bureaucracy addresses the question how radical technological innovation transforms the power of citizens and the conceptual sovereign body to actively control (rather than passively observe and follow) government agencies and governmental agents.
