	abstract: The meeting will cover areas in nuclear physics, particle physics, astrophysics and cosmology. The program is coherent with nuclei being the central object that connects all items of the program: Exotic nuclei, Nuclear Astrophysics, Neutrino physics, Astroparticle physics. First week will have a school format, second week that of a conference. It is the 23rd edition of a Carpathian school, and the 3rd with the same title, following CSSP05 and CSSP07. This is an external activity of ICTP, Trieste.
